This bill makes two main changes to Social Security to help seniors keep up with rising costs and ensure higher earners contribute more fairly to the system.

First, it creates a new way to calculate cost-of-living adjustments (COLAs) that better reflects what seniors actually spend money on. Currently, Social Security uses a general inflation measure, but this bill directs the government to track a special "Consumer Price Index for Elderly Consumers" that focuses on expenses typical for people 62 and older—like healthcare, housing, and food. Starting in 2027, Social Security benefit increases will be based on this senior-focused measure instead, which could result in larger annual raises for retirees since seniors often face higher costs in these areas.

Second, the bill changes how Social Security taxes work for higher earners. Right now, there's a cap on how much income gets taxed for Social Security—in 2025, earnings above about $168,600 aren't subject to Social Security taxes. This bill gradually removes that cap for earnings above the current limit, starting in 2026. High earners will pay Social Security taxes on more of their income each year until 2032, when all earnings above the base amount are fully taxed. However, this doesn't affect their benefits—the bill ensures that higher earners' Social Security checks won't automatically increase just because they paid more in taxes. The changes also protect low-income seniors by ensuring that any benefit increases don't reduce their eligibility for Supplemental Security Income or Medicaid.
