This bill creates a new federal grant program to fund community organizations that work to reduce gang violence through intervention and prevention. Instead of just arresting gang members, these organizations would focus on stopping violence before it happens by mediating conflicts between gangs, helping gang members leave gang life, and supporting families affected by gang violence.

The organizations receiving grants would provide a wide range of services, including 24/7 crisis response when violence is about to break out, counseling for people traumatized by gang violence, job training and placement assistance, mental health services, substance abuse treatment, and help with tattoo removal for people trying to leave gangs behind. They would also work with schools, police, and community groups to coordinate responses to gang activity and build safer neighborhoods.

To qualify for funding, organizations must be nonprofits with proven experience working with gang-involved youth and their families. The bill sets clear standards for what these organizations should accomplish—specifically reducing gang-related violence and crime—and requires them to be accountable for their results. The law also protects victims of gang violence by ensuring they receive assistance regardless of their race, ethnicity, gender, sexual orientation, income level, or criminal history. Essentially, this bill shifts resources toward prevention and rehabilitation rather than purely enforcement-based approaches to gang violence.
