Third, the reports must list every request that regional military commanders made for additional forces during the year, and explain whether each request was approved, denied, or postponed and why.

The bill also requires the Defense Secretary to brief Congress within 30 days of submitting each report to discuss the details in person. Most of this information will be public, though sensitive military details can be kept classified in a separate section. Essentially, Congress is asking for better visibility into how the Pentagon makes decisions about military deployments and force positioning, so lawmakers can understand and oversee these important decisions more effectively.
