Many of these young people live in countries affected by conflict and violence, yet they're almost completely left out of peace negotiations and political decision-making. The bill aims to change that by making youth meaningful partners in peacebuilding and conflict prevention efforts.

The law creates a formal role for a USAID Youth Coordinator to lead U.S. international development work focused on youth, peace, and security. This coordinator will develop a comprehensive action plan within one year that identifies how to better include young people in peace processes, violence prevention, and recovery efforts after conflict. The plan will address specific challenges young people face—including online harassment, trauma, lack of economic opportunities, and barriers to education—while ensuring that programs reach marginalized youth like girls, LGBTQI+ youth, indigenous youth, and youth with disabilities.

The bill provides $5.5 million in funding for grants to youth-led organizations working on peacebuilding, community violence prevention, conflict resolution, and economic security. It also requires the coordinator to work across different U.S. government agencies and international organizations to ensure young people's voices are heard and valued in decisions that affect their lives and futures. The law essentially says that when young people are genuinely included as partners—not just consulted—in solving problems in their communities, the results are better and more lasting.
