The Strong Communities Act of 2023 creates a new federal grant program that helps pay for police officer training. Here's how it works: The federal government will give money to local police departments, which can use those funds to send new recruits or current officers to training academies or college-based law enforcement programs. The catch is that anyone who receives this training funding has to agree to work as a police officer in their own community for at least 4 years within an 8-year period after completing their training.

The "community" requirement is defined by where the officer or recruit lives. If you live in an area with more than 150,000 people, you need to work within 7 miles of your home. If you live in a smaller county with fewer than 150,000 residents, you have a bit more flexibility—you can work within 20 miles of your home. In both cases, you need to have lived in that area for at least 5 years before the training starts.

If someone receives this training funding but doesn't complete their required service in their community, they have to pay back the money they received. However, the Attorney General can create exceptions for unusual circumstances that would excuse someone from repaying. The goal of this program is to encourage police officers to stay and work in the communities where they're from, hopefully building stronger connections between law enforcement and the neighborhoods they serve.
