This bill creates a new federal program that lets borrowers refinance their student loans to get lower interest rates. If you have federal student loans—whether they're older loans from private lenders or newer direct loans from the government—you could potentially apply to refinance them into a new federal loan with a better interest rate. The government would use the money from your new loan to pay off your old one completely, so you'd only have one loan to deal with going forward.

The key benefit is the interest rate you'd get. Instead of keeping whatever rate you originally had, your new loan would get the current interest rate that applies to new student loans being issued on the day you refinance. For most people, this means a lower rate, which translates directly into paying less money over time. For example, if you borrowed money years ago when rates were higher, refinancing could save you thousands of dollars in interest payments. The bill also makes sure your repayment timeline doesn't automatically get extended just because you refinanced—you keep the same payoff schedule unless you actively choose a different repayment plan.

There are a couple of important limits to know about. You can only refinance a loan twice within any ten-year period, so you can't keep refinancing repeatedly. Additionally, if you're working toward Public Service Loan Forgiveness (a program that forgives remaining loan balance after ten years of payments for government and nonprofit workers), the bill includes special rules so that your payments on the original loan count toward that forgiveness goal, not just payments on the refinanced version.

The government also has to launch a public awareness campaign to let borrowers know they're eligible for this refinancing option, working with loan servicers to spread the word so people actually know this program exists and can take advantage of it.

Student Loan Refinancing Act This bill establishes a refinancing program for federal student loans. Specifically, the Department of Education (ED) must, within 30 days, establish a program that allows borrowers to refinance their federal student loans down to lower interest rates. The refinanced interest rates are (1) calculated based on the type of student loan (e.g., Stafford), and (2) fixed for the period of the loan. In addition, the bill requires ED to coordinate with the Consumer Financial Protection Bureau to alert borrowers of their program eligibility.
