# Coast Guard Safety and Accountability Act

The Coast Guard Safety and Accountability Act is designed to make sure the Coast Guard actually pays attention to safety recommendations from the National Transportation Safety Board (NTSB), the independent agency that investigates transportation accidents and issues safety recommendations. Right now, there's no formal requirement for the Coast Guard to respond to these recommendations, so this bill creates a system of accountability to ensure safety concerns don't get ignored.

Here's what the bill requires: When the NTSB sends a safety recommendation to the Coast Guard's leadership, the Commandant (the head of the Coast Guard) must respond in writing within 90 days. That response has to clearly state whether the Coast Guard will fully adopt the recommendation, partially adopt it, or refuse it entirely. If they're refusing part or all of it, they have to explain why. If they're accepting it, they need to provide a timeline for actually implementing the changes. This creates a paper trail and forces the Coast Guard to think carefully about safety suggestions rather than just filing them away.

The bill also adds transparency and oversight. The NTSB will make all recommendations and responses public so citizens can see what safety issues have been raised and how the Coast Guard responded. Additionally, the Coast Guard must submit annual reports to Congress every February about the status of recommendations that appear on the NTSB's "most wanted list"—the most critical safety issues. If the Coast Guard misses this deadline, Congress gets notified. The NTSB then has 90 days to review the report and send their own comments to Congress. Essentially, this creates a system where safety recommendations can't quietly disappear, and Congress can track whether the Coast Guard is actually addressing serious safety concerns.

Coast Guard Safety and Accountability Act This bill requires the U.S. Coast Guard to formally respond in writing to each recommendation about transportation safety from the National Transportation Safety Board (NTSB). The response must indicate whether the Coast Guard intends to (1) adopt the complete recommendation, (2) adopt a part of the recommendation, or (3) refuse to adopt the recommendation. The NTSB must make a copy of each recommendation and response available to the public at a reasonable cost.
