# Understanding the GRID Act of 2021

The GRID Act is about protecting military bases from power outages and electrical system failures. Right now, many military installations depend on the regular electrical grid to operate, just like your home does. If the power goes out—whether from a natural disaster, aging infrastructure, or an attack—these bases could lose critical capabilities. This bill creates a two-year test program where the Department of Defense will work with the Department of Energy to identify problems at military bases and fix them before they become serious issues.

Here's what actually happens: The Defense Secretary will pick at least three military bases from different branches of the armed forces to be test sites. These bases will get funding and support to make improvements to their electrical systems and infrastructure. The goal is to make these bases more independent and resilient—so they can keep operating even if the main power grid fails. The military can use grants and cooperative agreements to pay for things like backup power systems, solar panels, battery storage, or other solutions that reduce dependence on the commercial electrical grid. The bill specifically wants to help bases that rely on smaller power companies like rural cooperatives or municipal utilities, not just the big power companies.

After two years, an independent government auditor will review how well this pilot program worked and whether the improvements actually made a difference. They'll then report back to Congress with recommendations about whether this approach should be expanded to other military installations across the country. Essentially, this is the military testing out ways to become more self-sufficient when it comes to electricity, using real bases as laboratories to figure out what works best before rolling it out everywhere.

Guaranteeing Resilient Installations for Defense Act of 2021 or the GRID Act of 2021 This bill requires the Department of Defense (DOD) to implement a two-year pilot program to address vulnerabilities at critical defense facilities and their associated defense critical electric infrastructure. DOD is authorized to make grants, enter into cooperative agreements, and supplement funds to support mitigating actions that address such vulnerabilities. DOD must select at least three military installations that are designated as critical defense facilities to carry out the pilot program. The Government Accountability Office must conduct a review and report on the pilot program.
