# Understanding the SHIELD Act of 2025

The SHIELD Act creates a one-year pilot training program for military members to help them navigate digital information safely and responsibly. The Department of Defense has 120 days to set this up and will teach soldiers, sailors, and other service members how to spot fake news, conspiracy theories, and hateful content online, as well as how to protect their personal information when using the internet.

The training curriculum covers several practical skills: identifying the difference between factual reporting and opinion pieces, recognizing disinformation and conspiracy theories, spotting hate-based ideologies like antisemitism and white supremacy, and evaluating whether online sources are trustworthy. Military members will also learn about the real consequences of sharing false or biased information online—both for themselves personally and for military security. The program emphasizes protecting personal data and recognizing common online threats that could harm individuals or compromise military operations.

The military will test this training using three different delivery methods—in-person classes, virtual online sessions, and a mix of both—to figure out which approach works best. They'll recruit a diverse group of service members from different locations and backgrounds to participate. After the year-long pilot ends, the Department of Defense will survey participants and instructors to gather feedback, then report back to Congress with recommendations about whether to make this a permanent program, how often troops should take it, and how frequently the training materials should be updated.

Essentially, this bill addresses a real concern: military members, like everyone else, can be vulnerable to misinformation and online manipulation. The government wants to test whether teaching critical thinking skills about digital information can help protect both individual service members and national security.
