So if a chocolate bar used to weigh 4 ounces in a certain wrapper and now weighs 3 ounces in that same wrapper, that would be illegal under this law. The Federal Trade Commission (the government agency that handles consumer protection) would be responsible for enforcing the rule and can impose penalties on companies that violate it.

However, the bill does give companies a way to avoid breaking the law. If a manufacturer wants to reduce the size of a product while keeping similar packaging, they can do so legally—but only if they put a clear, easy-to-read notice on the front of the package that tells customers the product is now smaller. The notice has to specifically state what the old size was and what the new size is. Just printing the weight in tiny numbers somewhere on the label isn't enough; the warning needs to be obvious and impossible to miss.

This law would affect everyday shoppers by making it harder for companies to quietly shrink products and effectively raise prices without your knowledge.
