# What This Bill Does

This bill directs the U.S. Department of Defense to create a plan for giving military equipment and training to Iraqi security forces and Kurdish Peshmerga fighters (a military group in northern Iraq). The goal is to help these forces defend themselves against attacks from missiles, rockets, and drones—threats they've faced from hostile groups in the region.

The Secretary of Defense has until February 2024 to develop this plan, working with the State Department. The plan needs to include two main things: first, providing air defense systems and other equipment that can counter missile and drone attacks, and second, training Iraqi and Kurdish forces on how to use this equipment effectively. Once the plan is ready, the Defense Department has 90 days to start putting it into action.

There's a built-in safety valve for the military. If the Secretary of Defense believes sending this equipment would hurt America's own military readiness or deplete U.S. weapons stockpiles too much, they can delay the plan. But they have to notify Congress about this delay, wait 10 days, and then keep Congress updated every 30 days explaining why the delay continues. By July 2024, the Defense Department also has to brief Congress on how the training and equipment effort is going.

In practical terms, this means American military aid will likely flow to Iraq and the Kurdish region to help them better protect themselves from aerial attacks. For Americans, this represents a continued military commitment to Iraq and reflects concerns about threats to U.S. allies in that region.
