This bill prevents American colleges and universities from using federal research funding to collaborate with certain foreign entities, particularly those connected to China's military or defense programs. The goal is to protect sensitive American research from being shared with foreign governments or military organizations that could use it against U.S. interests.

The law blocks federal grants and contracts for "fundamental research" (basic scientific research) when colleges work with "covered entities," which include Chinese military companies, certain Chinese universities involved in defense work, and individuals employed by or funded by these organizations. However, federal agencies can make exceptions on a case-by-case basis if they decide it's in the national security interest, but only for colleges that have very low international student enrollment (less than 15% overall and less than 5% from countries of concern).

When an exception is granted, the federal agency must notify Congress within 30 days and provide details about the collaboration. Each year, agencies must report to Congress about which colleges applied for waivers, their international student numbers, and specifics about any approved collaborations—including what technology is involved and how intellectual property will be handled. The law essentially creates a system to screen research partnerships and prevent sensitive American research from flowing to foreign military or defense programs, while still allowing some flexibility when national security isn't at risk.
