The program would be voluntary—you can join or leave whenever you want—and you wouldn't lose your right to get care in America if you need it.

The government will evaluate the program every year to see if it's actually working as intended, then report back to Congress with recommendations about whether to expand it. This is essentially an experiment to see if letting Medicare beneficiaries get care abroad could work better for both seniors and the healthcare system, particularly for people who want to live closer to family in other countries.
