This bill, called the CABLE Expansion Act, aims to speed up how local governments approve cable company requests to install, build, or upgrade cable infrastructure in their communities. Right now, cable companies have to get permission from local franchising authorities (usually city or county governments) before they can place cables or equipment on public property or existing infrastructure like utility poles.

The bill sets strict deadlines for these approvals. If a cable company wants to use existing infrastructure like telephone poles, the local government has 90 days to approve or deny the request. If they want to build something new that doesn't use existing infrastructure, the local government has 150 days. The bill also requires local governments to tell cable companies within 10 business days if their application is incomplete, so companies know what information they're missing. If a local government denies a request, they must provide a written explanation with evidence supporting their decision, and they have to make that decision public.

The law preserves local governments' right to regulate where cables go, but prevents them from blocking cable companies' ability to provide or improve service. It also prevents local governments from using delays or moratoriums to effectively block projects. Essentially, this bill is designed to make it easier and faster for cable companies to expand their networks by removing bureaucratic delays, while still allowing local communities to have some say in how their public spaces are used.
