# Housing Survivors of Major Disasters Act

When a major disaster like a hurricane, tornado, or flood destroys someone's home, the federal government provides emergency housing assistance through FEMA. This bill makes it easier for people to qualify for that help, especially those who may not have all the paperwork proving they own their home.

The main problem the bill addresses is that some people lose their homes in disasters but can't easily prove they own them. This might happen if someone inherited a house, lives in a mobile home, or simply lost their documents in the disaster itself. Right now, FEMA requires solid proof of ownership before providing repair or rebuilding assistance. Under this bill, if someone can show it's "more likely than not" they own the home—using things like mortgage documents, property tax receipts, wills, or even a signed statement under oath—FEMA must consider them eligible. The bill also removes the requirement that people get their statements notarized, making the process simpler and less expensive.

The bill also expands what kinds of homes qualify for assistance. Currently, FEMA only helps with homes that are "rendered uninhabitable." This bill broadens that to include any home "damaged by a major disaster," meaning people with less severe damage can now get help with repairs. Additionally, the bill makes it easier for FEMA to provide grants for rebuilding instead of just temporary housing, as long as rebuilding is a cost-effective solution.

Essentially, this bill removes barriers that prevent disaster survivors from getting the housing help they need, particularly those without perfect documentation of ownership. It recognizes that in the chaos following a major disaster, people shouldn't be denied assistance just because they can't produce a deed or mortgage papers.
