This bill asks the government to study how liquid cooling systems work for artificial intelligence data centers and high-performance computing facilities. Right now, data centers use a lot of electricity—about 4.4% of all U.S. electricity in 2023—and that number is expected to jump dramatically as AI grows. Traditional air cooling is struggling to keep up with the intense heat generated by modern AI computers, so liquid cooling (where coolant flows directly onto hot computer chips or submerges them) is becoming increasingly important.

The bill directs the Government Accountability Office (GAO) to investigate liquid cooling technology within 30 days and produce a detailed report within 90 days. This report should cover the costs and benefits of liquid cooling, how much energy it could save, whether it improves computer performance and security, current adoption rates, and comparisons between different cooling methods. The GAO will also need to talk to experts from government agencies, universities, private companies, and national laboratories to understand best practices and industry standards.

The Department of Energy then has 180 days to review the GAO's findings and report back to Congress with recommendations about whether the federal government should prioritize liquid cooling technology and what research investments might be needed. The bill essentially recognizes that as the U.S. deploys more AI systems across government facilities, officials need solid information about the most efficient and cost-effective cooling solutions to handle the massive power demands these systems create.
