# Federal Disaster Responsibility Act: What You Need to Know

This bill provides $16.5 billion in federal funding to help communities recover from major disasters that occurred between late 2020 and the end of 2023. The money goes toward emergency response, rebuilding efforts, and other disaster relief activities managed through the Federal Emergency Management Agency (FEMA). Essentially, this is Congress setting aside money specifically to help people and communities affected by hurricanes, floods, wildfires, and other major disasters during this three-year period.

The bill also offers tax breaks for people who suffered significant personal losses from these disasters. If you lost property or belongings in a qualified disaster area, you can deduct more of those losses on your taxes than you normally could. For example, the bill lowers the threshold for claiming disaster losses, meaning you don't have to lose as much before you can claim a tax deduction. This helps individuals recover some of their financial losses through tax relief. The bill specifically excludes disasters caused solely by COVID-19, so pandemic-related losses don't qualify for these tax benefits.

Additionally, the bill makes it easier for the Army Corps of Engineers to repair and rebuild flood and storm protection projects like levees and seawalls without getting bogged down in certain bureaucratic requirements. It also allows the Department of Agriculture to distribute disaster assistance to states and territories as block grants, giving them more flexibility in how they help farmers and rural communities recover. Finally, the bill requires the Department of Defense to assess and report on damage to military bases in Florida from Hurricane Idalia and estimate repair costs.
