This bill bans the manufacture, processing, use, and sale of commercial asbestos in the United States. Asbestos is a naturally occurring mineral that was widely used in building materials, insulation, and other products because it's heat-resistant, but it's known to cause serious health problems including lung cancer and mesothelioma when people breathe in its fibers. The ban covers six types of asbestos minerals and applies to any products or mixtures containing them.

The ban takes effect immediately when the law passes, but there are a few important exceptions. Buildings and products that already contain asbestos and were installed before the law passes can continue to be used—the law doesn't require removing asbestos from existing buildings. Additionally, chlor-alkali facilities (industrial plants that make certain chemicals) can continue using asbestos in their manufacturing process until January 1, 2030, giving them time to find alternatives. The law also allows the President to grant temporary exemptions if asbestos is truly needed for national security reasons and no substitute exists, though these exemptions can only last up to three years and can be extended once for another three years.

This law doesn't affect asbestos that's present only as an impurity or accidental contamination in products, and it doesn't change how asbestos is regulated in cosmetics or other consumer products under different laws. Essentially, the bill stops new asbestos from entering the market while allowing existing uses to wind down gradually and protecting critical national security needs.
