This bill makes it easier for people to enter health care careers by removing two major obstacles: lack of basic education skills and lack of child care. Right now, many people who want to become nurses, medical assistants, or other health professionals can't pursue these jobs because they need to improve their English, math, or reading skills first—or because they can't afford child care while they're in training.

The bill requires that health profession training programs funded by the government must offer help with foundational skills like English language proficiency and basic math and reading. This support isn't just a one-time thing before training starts; programs must help people continue improving these skills while they're enrolled in their health career training and even after they graduate through ongoing coaching. The bill also guarantees that child care will be available and affordable for people in these programs, whether through connecting them with subsidized child care, paying for child care directly, or helping cover their co-payments.

Essentially, this removes two of the biggest reasons people can't access health profession training—not having strong enough foundational academic skills and not being able to afford child care while studying. By removing these barriers, the bill aims to help more people, particularly lower-income individuals and those learning English, successfully enter and complete health care career training programs. The changes take effect on October 1, 2025.
