This bill is designed to speed up how quickly disaster relief money gets to people and communities that need it after a major disaster or emergency. Right now, when the federal government approves disaster assistance—whether it's for rebuilding after hurricanes, earthquakes, or other emergencies—the money can take a long time to actually reach the organizations and individuals who need it. This bill tells the Federal Emergency Management Agency (FEMA) to do whatever it takes to get that money out faster once a project is approved.

To make sure this actually happens, the bill requires organizations that receive disaster funds to track how long it takes them to pass that money along to the smaller groups and communities they work with. These organizations have to report their average disbursement times to FEMA—either once for disasters that were already happening when the law passes, or every year for new disasters going forward. FEMA then has to summarize all this information and report it to Congress every year. The goal is simple: by measuring and tracking how fast money moves through the system, the bill creates accountability and pressure to eliminate unnecessary delays so disaster victims can rebuild their lives and communities faster.
