This bill expands the Fair Housing Act to make it illegal for landlords and housing providers to discriminate against people based on three new categories: source of income, veteran status, and military status. Right now, landlords can legally refuse to rent to someone just because they receive housing vouchers, Social Security benefits, child support, or other forms of assistance. This bill would change that.

The law defines "source of income" broadly to include housing vouchers, rental assistance from government or nonprofits, Social Security and disability benefits, court-ordered support payments, money from family members or trusts, and any other lawful income like savings or investments. It also protects current and former military members from being turned away because of their service. Essentially, a landlord couldn't say "no Section 8 vouchers" or "we don't rent to veterans" anymore—these would become illegal reasons to deny housing, just like discrimination based on race, religion, or family status already is.

The bill gives housing agencies 40 months (about 3 years) to update their policies and procedures to comply with these new protections, with possible extensions for states that have infrequent legislative sessions. This is a significant expansion of fair housing protections that would make it harder for landlords to exclude people based on how they pay their rent, potentially opening up more housing options for low-income families, seniors on fixed incomes, and military families.
