# Understanding the Dismantle Foreign Scam Syndicates Act

This bill creates a new government task force specifically designed to fight large-scale online scams that are stealing billions of dollars from Americans. The problem it's targeting is real and growing: criminal organizations, primarily based in Southeast Asia (especially Cambodia, Laos, and Burma), are running elaborate fake investment schemes that trick people into sending money to fraudulent cryptocurrency platforms. These operations are particularly notorious for a scam called "pig butchering"—a term that describes how scammers build fake romantic or friendly relationships with victims, gradually convincing them to invest larger and larger amounts of money until they disappear with the cash. Americans lost at least $10 billion to these scams in 2024 alone, with global losses estimated at over $60 billion annually.

What makes this especially troubling is that these scam operations rely on human trafficking. Criminal syndicates lure vulnerable people—often from poor countries—with fake job offers, then force them to work in compounds where they're required to meet aggressive scam quotas under threat of violence. These trafficked workers have no choice but to participate in defrauding Americans and people worldwide. The bill recognizes this as both a financial crime and a human rights crisis that demands coordinated government action.

The bill establishes an interagency task force led by the State Department, bringing together the FBI, Secret Service, Treasury Department, and other agencies to develop a comprehensive strategy within six months. This task force will work to shut down scam centers, prosecute the criminals running them, rescue trafficking victims, recover stolen money, and impose sanctions on the people and organizations behind these operations. The bill specifically names dozens of individuals and criminal organizations believed to be involved in these scams and directs the President to sanction them using existing authorities for human trafficking, corruption, and organized crime. The task force will also work with private companies like banks, social media platforms, cryptocurrency exchanges, and internet service providers to cut off the infrastructure these scammers depend on. Additionally, the bill authorizes $30 million in funding for the State Department to implement this strategy over two years and requires annual reports to Congress on progress, including how much money was recovered and how many trafficking victims were rescued.
