# Building Resilient Supply Chains Act: What You Need to Know

This bill creates a new government office designed to strengthen America's ability to make critical products at home and respond when supply chains break down. Think of it as the government's answer to situations like when semiconductor shortages shut down car factories or when we couldn't get enough medical equipment during emergencies. The bill establishes a Supply Chain Resiliency and Crisis Response Office within the Department of Commerce, led by an Under Secretary who will oversee a $41 billion program over six years.

The office will offer grants, loans, and loan guarantees to help American manufacturers build or expand factories that produce goods critical to national security and the economy. This includes everything from semiconductors and advanced batteries to medical equipment and aerospace materials. The money can go to private manufacturers, state and local governments, tribal governments, universities, and nonprofits working on manufacturing projects. The goal is to reduce America's dependence on foreign suppliers for things we really need, create manufacturing jobs with decent wages, and help economically struggling communities get a piece of this investment.

To actually get funding, companies and organizations have to show that they couldn't afford the project on their own, that it will strengthen supply chains, and that it supports national or economic security. Grants typically require recipients to put up 20 percent of the cost themselves, though the government can waive this during emergencies. Companies with 100 or more employees also have to promise they won't break union contracts or interfere with workers trying to organize. The bill sets aside $31 billion for loans and loan guarantees, $10 billion for grants, and includes money for oversight audits to make sure the program actually works as intended.

Building Resilient Supply Chains Act This bill establishes the Supply Chain Resiliency and Crisis Response Office within the Department of Commerce to make grants and loans to support domestic manufacturing of critical goods and services, industrial equipment, and manufacturing technology. The grants and loans also may be used to support the security and expansion of supply chains.
