It addresses a real problem: foreign nationals who serve honorably in the U.S. Armed Forces sometimes face removal from the country despite their military service.

The bill creates several new protections and processes. First, it requires the government to study how many noncitizen veterans have been deported since 1990 and why—gathering information about their service records, discharge status, and whether they received medals or served overseas. Second, it establishes a new system so that immigration officials must check whether someone is a veteran before starting removal proceedings against them. If they determine someone served in the military, they have to notify a newly created Military Family Immigration Advisory Committee before moving forward with deportation.

That advisory committee becomes the heart of the bill's protections. Made up of nine members, it reviews cases of active-duty service members, veterans, and their family members facing removal. The committee has 30 days to recommend whether the government should stop deportation proceedings, grant temporary protection, or allow the person to apply for other forms of relief. The committee must consider factors like whether the person served honorably, received military decorations, was deployed overseas, or contributed to their community. Importantly, people cannot be deported until the committee has reviewed their case—this creates a pause in the process that didn't exist before.

The bill also streamlines citizenship for noncitizen service members. It requires the military to help eligible noncitizens apply for naturalization while they're serving, and it speeds up the process by requiring citizenship paperwork to be issued within 30 days of request. It ensures that recruiters and military legal advisors are trained to help noncitizens understand their path to citizenship. For those already deported, the bill allows veterans to apply for permanent residency even after they've been removed, with the possibility of having their deportation order cancelled if approved.

Finally, the bill makes it easier for immediate family members of military service members and veterans to adjust their immigration status, removing certain barriers that previously applied to them. The goal throughout is recognizing military service as something that should matter in immigration decisions, rather than being overlooked when someone faces deportation.
