# The Schedules That Work Act: What It Means for Workers

This bill is designed to give workers more control over their work schedules and protect them from unpredictable scheduling practices that make it hard to manage their lives outside of work. The main problem it's trying to solve is that many employers, especially in retail, food service, hospitality, and warehouse jobs, use "just-in-time" scheduling—posting work schedules with little notice, changing hours last minute, or requiring workers to call in to find out if they're working that day. This makes it nearly impossible for workers to arrange childcare, attend school, or hold a second job.

The bill has two main parts. First, it protects all employees at companies with 15 or more workers from retaliation if they ask to change their work schedule. An employer can still say no, but only if they have a legitimate business reason—like not having enough work during the hours you want, or genuinely not being able to reorganize staff. The employer has to actually consider your request and can't punish you for asking. Second, for workers in specific industries (retail, food service, hospitality, warehouses, and cleaning jobs), the bill requires employers to provide more predictable schedules. This means giving workers advance notice of their schedules, limiting last-minute cancellations, and reducing practices like "clopening" shifts (closing late at night then opening early the next morning).

The bill recognizes that unpredictable schedules disproportionately hurt low-wage workers and workers of color, making it harder to afford childcare, maintain eligibility for government benefits, pursue education, or manage health issues. Research cited in the bill shows that when companies do implement stable scheduling—like Gap Inc. did—they actually see benefits like higher productivity and increased sales. Essentially, this bill tries to balance worker needs for schedule stability with employers' legitimate business concerns.
