To prohibit the removal of Federal employees during any lapse in discretionary appropriations, and for other purposes.

This bill protects federal employees from being fired during a government shutdown. When Congress fails to pass a budget and the government runs out of money to operate, this law says that federal workers can't be permanently removed from their jobs because of that shutdown.
