This bill makes permanent a long-standing rule that prevents members of the Palestine Liberation Organization (PLO) and officials of the Palestinian Authority (PA) from getting visas to enter the United States. The bill does allow the Secretary of State to make exceptions on a case-by-case basis, but only for renewable six-month periods. However, it could affect Palestinian officials and PLO members who might otherwise travel to the U.S. for diplomatic meetings, conferences, or other purposes. The bill essentially says that such travel will be blocked unless the Secretary of State determines that the Palestinian entities have met these four conditions and gets approval from Congress. The law is set to expire after seven years, at which point Congress would need to decide whether to renew it.
