# What the GENERAL Act Does

This bill requires the Secretary of Defense to notify Congress whenever a high-ranking military officer (generals and admirals) is forced out of their position through reassignment, separation, or retirement. Right now, the military can make these moves without telling Congress the reasons why. This bill changes that by requiring the Defense Secretary to send a written explanation to the congressional defense committees within 15 days of any such action.

The notification must include two key pieces of information: first, the actual reason for removing the officer—whether it was due to misconduct, poor performance, disagreements over policy, or something else entirely—and second, a summary of how the decision was made, including any input from the relevant military department leadership. Essentially, Congress gets to know not just that a top military leader was removed, but why and how that decision was reached.

The practical impact is that this creates transparency and accountability at the highest levels of military leadership. Congress, which controls military funding and has constitutional authority over the armed forces, gains visibility into major personnel decisions that previously happened behind closed doors.
