The bill also clarifies it wouldn't prevent doctors from treating reproductive cancers or other legitimate health conditions unrelated to gender transition.

Importantly, the bill protects the young person receiving care from prosecution—only the healthcare provider faces criminal charges. However, the young person could later sue the provider for money damages, including punitive damages meant to punish the provider. This creates a situation where someone could face both criminal prosecution and civil lawsuits for providing these treatments. The bill's broad language about interstate commerce means it could potentially apply to care provided entirely within a single state, since most medical practices involve some interstate element like using insurance payments or medical equipment that crossed state lines.
