# What the Weatherization Resilience and Adaptation Program Act Does

This bill creates a new federal grant program to help low-income homeowners make their houses and property more resistant to extreme weather caused by climate change. The Secretary of the Interior would run the program, distributing $250 million per year (from 2026 through 2031) to states, Native American tribes, and Native Hawaiian organizations. These groups would then award grants to eligible homeowners to pay for improvements like reinforcing roofs against high winds, installing flood barriers, creating firebreaks for wildfire protection, or planting vegetation to reduce heat and erosion.

The bill specifically targets people who can't afford these protective upgrades on their own. You'd qualify if your household income is at or below 300 percent of the federal poverty level (roughly $80,000 for a family of four, though states can request higher limits). The program also covers owners of affordable rental buildings where most tenants receive housing subsidies, as well as manufactured home communities. When improvements are made to apartment buildings, the bill includes strong protections: landlords can't raise rents because of the improvements, can't displace tenants without providing comparable replacement housing, and must allow residents to return after work is completed.

To make this work, the bill requires the National Institute of Standards and Technology to develop national standards for climate-resilient building improvements within one year. These standards would guide what kinds of upgrades qualify for funding and would consider factors like material costs, labor standards, and nature-based solutions like wetland restoration or strategic tree planting. States and tribes receiving grants must set up easy application systems accessible on smartphones and computers, conduct outreach to educate homeowners about available help, and can use up to 15 percent of their funding for administration and education. The program essentially recognizes that low-income families living in areas most vulnerable to floods, fires, extreme heat, and storms often lack the resources to protect their homes, and provides federal money to level the playing field.
