# What This Bill Does

Right now, Puerto Rico and the U.S. Virgin Islands aren't allowed to issue commercial driver's licenses—the special licenses that truck drivers, bus drivers, and other commercial vehicle operators need to work legally. This bill changes that by giving these two U.S. territories the same authority that the 50 states already have to issue these licenses.

Currently, people in Puerto Rico and the U.S. Virgin Islands who want to drive commercial vehicles have to get their licenses from the mainland, which creates unnecessary hassle and bureaucratic delays. This bill removes that barrier and lets the territories handle their own licensing process, just like any state does. The federal government will work with both territories to make sure they meet the same safety standards and regulations that apply everywhere else in the country.

To make this transition smoother, the bill gives Puerto Rico and the U.S. Virgin Islands a five-year grace period where they won't face financial penalties if they're still getting their systems up to speed. During this time, they can build the infrastructure and training programs needed to properly issue and manage commercial driver's licenses. After those five years, they'll be expected to fully comply with all federal safety requirements, just like every other state.

The practical impact is straightforward: commercial drivers in these territories will have an easier time getting licensed locally, businesses that rely on commercial transportation will operate more smoothly, and the territories gain more control over their own transportation systems. It's essentially treating Puerto Rico and the U.S. Virgin Islands the same way the federal government treats the 50 states when it comes to commercial driver licensing.

To amend title 49, United States Code, to grant the United States Virgin Islands and Puerto Rico eligibility to issue commercial driver's licenses, and for other purposes.
