# Water Preservation and Affordability Act of 2025

This bill updates federal water pollution laws to encourage water systems across the country to use smarter, more efficient techniques when they repair, replace, or expand their infrastructure. Think of it as pushing water utilities to adopt modern solutions that save water and energy at the same time.

The bill creates an official definition of "resource preservation techniques"—basically any method or technology that helps water systems work more efficiently. This includes things like recycling water within a facility, capturing rainwater for reuse, reducing energy consumption, managing stormwater runoff better, and other environmentally innovative approaches. When water treatment plants or wastewater facilities get federal loans or grants to upgrade their systems, they'll now be required to seriously consider and use these efficient techniques whenever possible. This could mean installing systems that reuse water, upgrading to energy-efficient equipment, or designing projects that reduce pollution from stormwater.

The bill also puts real money behind these goals. It authorizes $40 million per year from 2026 through 2031 for a wastewater efficiency grant program, and increases funding for a clean water infrastructure program from $25 million to $50 million annually through 2031. This funding helps communities actually implement these preservation techniques rather than just talking about them. For everyday people, this could mean lower water bills over time as utilities become more efficient, reduced pollution in local waterways, and water systems that are better prepared for future challenges like droughts or extreme weather. The main catch is that water utilities will need to invest upfront in these newer technologies, though federal funding helps offset those costs.
