# What the Non-Domiciled CDL Integrity Act Does

This bill changes the rules for who can get a commercial driver's license (CDL) when they don't live in the United States. Right now, states can issue CDLs to people from foreign countries pretty easily. This bill tightens those rules significantly by requiring states to verify that foreign applicants have legitimate reasons to be driving commercial trucks and that they're legally allowed to work in the U.S.

The main change affects truck drivers and other commercial vehicle operators from foreign countries. If you're from another country and want to get a CDL to work as a truck driver in the U.S., you'll now need to prove you have legal immigration status and a specific work visa that's connected to your job. States will have to check your immigration status before issuing or renewing your license. Your CDL will only be valid for up to one year or until your visa expires—whichever comes first. States will also have to keep detailed records of who they issue these licenses to and provide that information to the federal government within 48 hours if asked.

There's a separate, slightly easier process for people from U.S. territories like Puerto Rico, the U.S. Virgin Islands, and Guam. They just need to prove they're U.S. citizens or permanent residents, and their licenses follow the same record-keeping requirements.

Essentially, this bill makes it harder for foreign nationals to get commercial driver's licenses and adds more oversight to make sure people driving commercial vehicles have legitimate work authorization. It's designed to prevent people without proper legal status from obtaining these licenses.
