# North Rim Restoration Act of 2025: Plain Language Summary

This bill gives the National Park Service special permission to speed up how it hires contractors to clean up and rebuild areas of Grand Canyon National Park damaged by the Dragon Bravo Fire. Normally, government agencies have to follow strict, time-consuming rules when hiring contractors—they need to post jobs publicly, wait for bids, and go through lengthy approval processes. This bill lets the Park Service skip some of those steps so it can get work crews on the ground faster to clear burned trees, rebuild structures, fix trails, and restore the landscape.

The emergency contracting powers last for up to five years or until the recovery work is finished, whichever comes first. The Park Service can use these faster hiring methods for forest management, rebuilding buildings and structures, improving grounds, and general recovery efforts in the fire-damaged areas. However, this streamlined process only applies to fire recovery work—the Park Service still has to follow normal rules for any other types of contracts.

To make sure the money is spent responsibly, Congress requires the Park Service to report every six months on how much the recovery is costing, which contractors are doing the work, whether any money is being wasted, and when they expect to be finished. The reports also have to flag any conflicts of interest, like if a contractor has connections to Park Service employees. If another wildfire hits the recovery area and delays progress, the Park Service can ask Congress for a one-year extension of these emergency powers. This approach balances the need to respond quickly to disaster with oversight to prevent waste and fraud.
