This bill makes changes to how car seats and booster seats are labeled and tested to help keep children safer in vehicles. Right now, there's confusion about when kids should move from a car seat with straps (called a harness) to a booster seat, and manufacturers don't always provide clear guidance. This bill aims to fix that by requiring clearer labels on seats and better safety testing.

The main change involves new warning labels that manufacturers must put on booster seats and car seats. Booster seats will need to clearly state the minimum age (at least 4 years old) and minimum weight (at least 40 pounds) a child should be before using them. More importantly, both booster seats and traditional car seats with harnesses will carry warnings encouraging parents to keep kids in harness seats as long as possible before switching to boosters. The reasoning is that harness seats provide better protection in crashes, so delaying the switch saves lives. These labeling changes have to happen within 90 days to 1 year depending on the specific requirement. Within a year, manufacturers also have to add minimum height requirements to booster seat labels so parents have a complete picture of whether their child is ready.

The bill also requires the government to develop new crash testing standards specifically for side-impact collisions involving booster seats. Currently, car seats are tested for front and rear crashes, but side impacts aren't thoroughly evaluated. The government will need to create guidelines for a test dummy that represents a 6-year-old child and require manufacturers to test booster seats from both the near side (where the impact happens) and far side (opposite side) of a crash. Finally, the bill asks for a study on tether systems—the straps that anchor car seats to vehicles—to figure out how to make them work better and encourage more parents to use harness seats longer.

Booster Seat Safety Act This bill addresses labeling requirements and testing standards for booster seats used in motor vehicles. Specifically, the bill requires labels on booster seats to include the minimum recommended age (4 years) and weight (40 pounds) for a child to use the seat. It also requires that a label on a car seat or combination car seat list the maximum weight and height limits of the seat, as well as a recommendation to continue using the seat until the child exceeds the listed limits. Additionally, the National Highway Traffic Safety Administration (NHTSA) must either establish a minimum height recommendation for booster seats or a method for manufacturers to use to determine a minimum height recommendation. Once the minimum height or method is established, booster seat labels must also contain the minimum height recommendation. The NHTSA must also establish a standard for side-impact crash tests for booster seats and provide guidelines for creating a testing dummy that approximates a six-year old child for such crash tests. Further, the NHTSA must study systems for tethering child restraint systems in vehicles and make recommendations about using or modifying tether systems to maximize child safety.
