This is a legal agreement that forces you to give up your right to sue Amtrak in court if something goes wrong. Instead, you'd have to go through a private arbitration process, which is like a private court run by a private judge that Amtrak helps choose. This bill would ban Amtrak from including these clauses in their ticket contracts.

The bill also prevents Amtrak from stopping you from joining together with other passengers in a class action lawsuit. Right now, some arbitration clauses say you can't team up with other people who had similar problems—you have to fight Amtrak alone. This bill says that's not allowed anymore. If you get injured on an Amtrak train, experience discrimination, or have other problems with the service, you'd have the right to go to regular court and potentially join with other passengers facing the same issue.

This matters because going to court gives you more protection than private arbitration. In court, there are appeals, public records, and judges who follow established legal rules. Arbitration is faster and more private, but it's often easier for big companies to win. The bill specifically protects consumer complaints (like injuries or service problems) and civil rights disputes (like discrimination based on race, gender, disability, age, religion, or other protected characteristics). It applies to Amtrak's regular passenger rail service and high-speed rail, but not to tourist or scenic train rides.

Ending Passenger Rail Forced Arbitration Act This bill prohibits all pre-dispute arbitration agreements and pre-dispute joint-action waivers with respect to consumer and civil rights disputes between Amtrak and its customers.
