# What the New York-New Jersey Watershed Protection Act Actually Does

This bill creates a new federal program to help restore and protect the waterways that drain into New York Harbor and the surrounding region. Think of it as a coordinated cleanup and improvement effort for rivers, streams, wetlands, and coastal areas across New York and New Jersey. The program will be run by the U.S. Fish and Wildlife Service and will focus on improving water quality, restoring habitats for fish and wildlife, and making these areas more resilient to climate change impacts like flooding and storms.

The bill establishes a grant program that will give money to states, local governments, nonprofits, and other organizations to carry out restoration projects. If you live in a small, rural, or disadvantaged community, the federal government will cover up to 90 percent of project costs, and potentially 100 percent if your community can't afford the local share. For other areas, the federal government will cover up to 50 percent. This means communities that might otherwise struggle to fund environmental improvements will have better access to resources. Projects could include things like cleaning up polluted rivers, creating green spaces along waterfronts, building natural barriers to protect against flooding, or restoring wetlands that filter water and provide habitat.

The bill specifically prioritizes helping communities that have historically faced environmental injustice—neighborhoods that have been disproportionately burdened by pollution and lack of green space. It also emphasizes workforce development and education, meaning some funding will go toward training people for jobs in restoration work. The program will run for six years, from 2026 through 2031, with $20 million authorized annually. At least 75 percent of that money must go directly to grants and technical assistance for projects, with no more than 5 percent spent on administrative costs. The federal government won't permanently own any land purchased through this program—it will transfer ownership to local organizations so communities maintain control over their own resources.
