The National Security Biotechnology Workforce Training Act requires the Department of Defense to create a mandatory training program for military members, civilian employees, and contractors who work with biotechnology or biological threats. Within one year, the Defense Secretary must set up this training and identify which employees need it based on their job duties and the military's priorities.

The training covers the basics of biotechnology, how it works with artificial intelligence and other advanced technologies, and how the military uses it in defense, health, agriculture, and other areas. It also includes important topics like ethics, safety, and how to manage risks from new biotechnologies. Everyone who takes the training must complete it every year, and the program gets updated annually to keep up with new scientific advances. The Defense Secretary will bring in experts from universities, private companies, and nonprofits to teach the courses, and will measure how well the training works by collecting feedback from participants.

The program is set to run for five years, after which it will end unless Congress extends it. The Defense Secretary must report to Congress within six months with a detailed plan for how the training will be organized and delivered.
