This bill would create a three-year test program where the federal government gives monthly cash payments to 20,000 people to see if guaranteed income helps improve their lives. To participate, you'd need to be between 18 and 65 years old and be selected through criteria the government will develop. The payments would arrive on the 15th of each month. Importantly, these payments wouldn't count as income for purposes of other government benefits like food assistance, housing vouchers, or Medicaid for a full year after you receive them. This means getting this guaranteed income wouldn't automatically disqualify you from or reduce other assistance you're already receiving.

The bill requires researchers to study how the guaranteed income affects participants' lives—looking at things like their financial stability, health, housing security, employment, and overall well-being. They'll also interview participants to understand their experiences. The government would produce an interim report after two years and a final report after the program ends, which Congress would use to decide whether to expand this idea to more people. The program would cost about $495 million per year to run, with funding authorized through 2028.

Guaranteed Income Pilot Program Act of 2023 This bill directs the Department of Health and Human Services (HHS) to establish and implement a three-year pilot program to provide a guaranteed monthly income to individual taxpayers between the ages of 18-65. HHS must consult with the Internal Revenue Service and certain nonpartisan and nonprofit agencies or academic institutions with expertise in social science experimentation to develop and award income subsidies to eligible taxpayers and to conduct a study on the outcomes of the program.
