When a natural disaster like flooding or erosion damages an area, local governments and Native American tribes often need to act quickly to protect their communities and watersheds. Right now, there's a problem: if they spend their own money on emergency cleanup and protection work before getting federal approval and funding, they might not be able to count that spending toward the federal cost-sharing requirements. This bill fixes that by allowing communities to do necessary emergency work immediately and then have those costs count toward what they're required to contribute when they eventually partner with the federal government.

Here's how it works in practice. Imagine a severe storm causes erosion that threatens a town's water supply. The town can't wait months for federal paperwork to be completed—they need to start stabilizing the land and protecting their watershed right away. Under this bill, the town can go ahead and spend money on approved emergency measures, and when they later apply for federal assistance through the Agricultural Credit Act program, the Secretary of Agriculture will count what they already spent as part of the town's required financial contribution. This means communities won't be penalized financially for acting quickly in emergencies.

The bill requires the federal government to create a clear list of what types of emergency work qualify for this treatment within 180 days, and to set up a process so communities can request approval for additional measures specific to their disaster. However, there's an important catch: communities that spend money before getting federal approval are taking a risk. If they don't end up reaching an agreement with the federal government, they won't be reimbursed for those upfront costs. The bill also makes clear that the federal government isn't required to partner with every community that does this—it's still voluntary on both sides.
