This bill makes sure FEMA can keep helping people after disasters even if the government shuts down due to a budget dispute. Normally, when Congress can't agree on a budget and the government stops operating, most federal agencies have to pause their work. But this bill says FEMA's disaster relief work is too important to stop—they can keep processing disaster claims, sending recovery money to individuals and communities, and funding mitigation efforts that prevent future disaster damage.

The bill protects the money FEMA needs to do this work. It says any unspent disaster relief funds have to stay available for FEMA to use during a shutdown, and the government can't freeze or redirect that money. FEMA can also keep paying its staff and contractors who process claims and send out payments, so people waiting for help after a hurricane, flood, or other disaster won't face delays just because of a political budget standoff.

Essentially, this recognizes that disaster relief can't wait for Congress to resolve its budget disagreements. If someone's home was destroyed by a tornado or they're trying to rebuild after a flood, they need FEMA's help to continue regardless of whether the government is technically "shut down."

FEMA Operations Continuity Act of 2025This bill authorizes the Federal Emergency Management Agency (FEMA) to continue certain disaster relief, recovery, and mitigation operations during a lapse in appropriations (i.e., government shutdown).Specifically, the bill authorizes FEMA to<ul><li>continue all disaster relief, recovery, and mitigation operations funded through the Disaster Relief Fund (DRF);</li><li>obligate and disburse DRF balances for all existing and future disaster declarations, including individual and public assistance under the Robert&nbsp;T. Stafford Disaster Relief and Emergency Assistance Act;&nbsp;and</li><li>maintain personnel and contract support necessary to ensure uninterrupted processing of claims and payments.</li></ul>The bill also (1) requires all unobligated balances in the DRF to remain available to FEMA for expenditure during a lapse in appropriations; and (2) prohibits the funds from being withheld, sequestered, or reprogrammed during a lapse in appropriations, except as necessary to comply with the Antideficiency Act.Finally, the bill specifies that, for the purposes of the Antideficiency Act, the FEMA operations authorized by this bill must be considered essential to protect human life and property and are exempt from government shutdown restrictions.
