The bill creates a clearer process for moving Russian government money and assets into a special fund called the Ukraine Support Fund. Instead of just confiscating these assets outright, the bill allows the President to transfer them into an interest-bearing account—meaning the money can earn interest while it sits there. This is important because there's an estimated $300 billion in Russian assets frozen across Europe and other countries.

Once assets are in the Ukraine Support Fund, the bill requires the U.S. to spend at least $250 million every three months to help Ukraine. The Treasury Department must invest the money in U.S. government bonds so it earns interest, and any interest earned gets added back to the fund for Ukraine's benefit. The bill also asks the State Department to work with other major countries (like those in the G7 and European Union) to convince them to send at least 5 percent of the Russian assets they're holding to Ukraine on a quarterly basis.

Finally, the bill requires the President to report to Congress within 90 days about where Russian assets are located around the world, how much there is, and whether those assets are currently frozen or earning interest. This gives Congress visibility into the process and ensures the money actually gets used to help Ukraine rather than sitting idle indefinitely.
