# Stop Online Ammunition Sales Act of 2023

This bill would fundamentally change how ammunition is sold in America by eliminating online and mail-order ammunition purchases and requiring anyone who sells ammunition commercially to get a federal license. Right now, you can order ammunition online and have it shipped to your door just like any other product. Under this bill, that would no longer be allowed. Instead, all ammunition sales would have to happen in person, similar to how firearm purchases already work. The bill also requires ammunition dealers to verify your identity in person before selling you ammunition, just like gun dealers do with firearms.

The bill creates a licensing requirement for ammunition dealers, meaning anyone who wants to sell ammunition commercially would need to get a federal license from the Bureau of Alcohol, Tobacco, Firearms and Explosives. This applies to importers, manufacturers, and dealers. The practical effect is that ammunition sales would shift from online retailers and mail delivery to in-person transactions at licensed brick-and-mortar stores. Small online ammunition retailers would likely be unable to continue operating under these rules.

Additionally, the bill requires ammunition dealers to report bulk purchases to law enforcement. Specifically, if a licensed dealer sells more than 1,000 rounds of ammunition to one person within any five consecutive business days, they must file a report with federal authorities and local law enforcement in their area. This reporting requirement is designed to flag potentially suspicious large purchases that might warrant law enforcement attention, similar to how banks report large cash transactions.

The bill would affect anyone who currently buys ammunition online, hunters and sport shooters who purchase in bulk, ammunition retailers and manufacturers, and potentially gun owners who rely on mail-order purchases for convenience or cost savings. It would not affect licensed firearms dealers, importers, or manufacturers selling to each other.

Stop Online Ammunition Sales Act of 2023 This bill establishes new requirements and restrictions with respect to the sale, purchase, shipment, and transport of ammunition. Among other things, the bill <ul> <li>requires an ammunition dealer to be licensed;</li> <li>requires ammunition sales to be conducted in person; and </li> <li>requires a licensed ammunition importer, manufacturer, or dealer to report on bulk sales of ammunition. </li> </ul>
