This bill helps federal employees and contractors who lose income during government shutdowns by giving them relief on their student loans. When there's a shutdown lasting at least 14 days, the Department of Education would pause loan payments for affected federal workers—including those who are furloughed or not getting paid during the shutdown, as well as contractors who support federal employees and also lose work during shutdowns.

Here's what the relief includes: borrowers don't have to make payments during the shutdown period, and importantly, no interest piles up on their loans while payments are paused. The paused months still count toward loan forgiveness programs, so borrowers don't fall behind on their path to having loans forgiven. Additionally, the paused payments are reported to credit agencies as if they were regular, on-time payments, so the shutdown won't damage someone's credit score.

The bill also allows people to request refunds if they already paid their loans during a shutdown period that qualifies. The law would apply retroactively starting September 30, 2025, meaning it could cover shutdowns that happened around that time. This is designed to ease the financial burden on federal workers during government shutdowns, which can leave them without paychecks for weeks while they continue to have bills to pay.
