This bill would change the rules for getting a commercial driver's license (CDL) — the license needed to drive big trucks professionally. Currently, some states allow people without legal immigration status to obtain these licenses. This bill would require all states to deny CDLs to anyone who can't prove they're a U.S. citizen, a lawful permanent resident, or have valid work authorization. States would have to use a federal verification system called SAVE to check the immigration status of non-citizen applicants before issuing a CDL.

The bill also adds a new requirement that people can only get a CDL in a state where they actually live. To enforce these rules, the federal government would threaten to withhold highway funding from any state that issues CDLs in violation of these new requirements. The Secretary of Transportation would review each state's licensing practices annually to check compliance. Additionally, the bill would require the government to create penalties and fines for trucking companies that knowingly hire drivers without valid CDLs that meet these new standards.

In practical terms, this would make it much harder for undocumented immigrants to work as commercial truck drivers, since they wouldn't be able to get the required license in any state. It also gives the federal government new power to punish states financially if they don't follow these rules.
