The Safer Supervision Act of 2025 changes how federal courts handle supervised release—the period when people are monitored after leaving prison. Right now, over 110,000 people are on federal supervised release, and probation officers are overwhelmed with caseloads that can exceed 100 cases per person, making it hard to provide good supervision.

The bill gives judges more flexibility to decide whether supervised release is actually needed for each person, rather than automatically imposing it. It also makes it much easier for people to get off supervised release early if they're doing well. Instead of waiting years, people can now request early termination after serving just 50 percent of their supervised release term (or about two-thirds for certain violent crimes), as long as they've followed the rules and aren't a public safety risk. The court must notify people about this opportunity and there's a presumption in favor of early termination if someone meets these conditions—the government has to actively object if they think it's unsafe.

The bill also changes what violations can get someone sent back to prison during supervised release. It narrows the rules so that simple drug possession or refusing a drug test won't automatically trigger revocation, though possessing drugs with intent to sell or possessing firearms still can. Additionally, the bill directs the courts to study federal probation and reentry services to understand what's working and what needs improvement, and it asks for a proposal to give probation officers better pay to help reduce their overwhelming workloads.
