This bill creates a new national retirement savings program called UP Accounts (Universal Personal Savings Accounts) designed to help workers who don't have access to employer retirement plans. Right now, about 3 out of 10 private-sector workers have no workplace retirement option, and nearly half of people over 55 have no retirement savings at all. This bill aims to fix that problem.

Here's how it works: Companies with at least 10 employees must either offer a traditional retirement plan (like a 401(k)) or contribute to an UP Account for their workers. Starting out, employers contribute just 50 cents per hour worked, gradually increasing to 60 cents per hour and beyond. Employees are automatically enrolled with 4% of their pay going into the account, though they can change this amount or opt out. The contributions grow through investments managed by a new Federal board that contracts with private investment firms. Workers can choose from different investment options, and the default option automatically becomes more conservative as they approach retirement.

The bill also creates two types of accounts: a retirement account for long-term savings and a separate savings account (capped at $2,500 initially, growing over time) for emergencies or shorter-term needs like medical bills or home down payments. Workers can withdraw from the savings account for hardships without penalties. Additionally, the bill provides tax credits to help small employers afford these contributions and offers a 50% tax credit to individuals without employer plans who save for retirement on their own. The program is funded through employer contributions and investment earnings, with a new government board overseeing the entire system to ensure it operates fairly and protects workers' interests.
