This bill makes it easier to install life-saving defibrillators (AEDs) at major transportation hubs across the country. Sudden cardiac arrest kills hundreds of thousands of Americans each year, and having an AED nearby can be the difference between life and death—survival chances drop by 7-10% for every minute without treatment.

The bill does three main things: First, it allows states and local governments to use federal transportation funding to buy and install AEDs at places like bus terminals, train stations, ferry terminals, highway rest stops, and passenger rail cars. Second, it requires the federal government to create guidelines and recommendations for where AEDs should go and how to maintain them, plus develop emergency action plans for handling medical emergencies at these facilities. Third, it gives the Transportation Department the ability to require facilities receiving federal money to follow these guidelines.

Essentially, this means travelers using buses, trains, ferries, and rest areas on interstate highways will have better access to emergency defibrillators. The bill takes effect 180 days after it becomes law, giving facilities time to prepare. It's designed to save lives by making sure these critical devices are available in places where large numbers of people gather.
