# The PROVE Act: What It Does

The PROVE Act would allow 16-year-olds to pre-register to vote before they're old enough to actually cast a ballot. Right now, you have to be 18 to register in most places. This bill says states would have to set up a system where teenagers can sign up starting at age 16, and their registration would automatically become active once they turn 18. Think of it like getting on a waiting list—you're not voting yet, but you're getting your name in the system so you're ready to go the moment you hit 18.

The bill gives states some flexibility in how they run this. They could even let younger kids pre-register if they want to, though that's optional. States would have 90 days after the law passes to get their pre-registration systems up and running. The idea behind this is pretty straightforward: it removes a barrier that might otherwise keep young people from voting, since they won't have to remember to register later or figure out how to do it on their own.

Beyond pre-registration, the bill also provides federal funding to help states get young people more involved in elections overall. The Election Assistance Commission would give grants of up to $25 million total to states that create plans to boost youth participation. These plans could include promoting the pre-registration process itself, changing what gets taught in high schools to emphasize civics and voting, or running other programs to get teenagers engaged with elections. States would have two years to spend the grant money and then report back on whether their efforts actually worked.
