The Helping Heroes Act of 2023 creates new support services for veterans and their families through the Department of Veterans Affairs. The law establishes two main programs: a Family Coordinator position at every VA medical center and a broader Family Support Program.

Under the first program, each VA medical center must hire at least one family coordinator—typically a licensed social worker with a graduate degree—to help families of severely disabled veterans (those with service-connected disabilities rated at 70% or higher). These coordinators assess what families need, connect them with local resources and services, and maintain lists of available support both through the VA and in their communities.

The second program provides direct supportive services to eligible veterans, their children (under 18), and family members. These services include mental health counseling, help with job training and career development, assistance with college applications and financial aid, after-school programs for kids, dependent care, and wellness activities like sports and recreation. The VA can deliver these services directly or partner with non-profit organizations through contracts and grants.

The law requires the VA to spread the word about these programs to veterans, employees, and community organizations. It also mandates surveys of disabled veterans and their families to better understand their needs, and requires progress reports to Congress. All programs must be free from discrimination and cannot deny services based on race, religion, gender, disability, or age. The VA has one year to hire the family coordinators and get the Family Support Program fully operational.
